Swedish Gamblers Raised By The Government

Gambling, lotteries, poker, slots etc. it is for sure a successful industry established in Malta the approximately last 10 years. However, most Malta based companies are working in online gaming, working outbound towards customers within other EU countries and across the world.
Sweden is a small country, but a huge market in gambling. Only 9-10 million inhabitants in the country, but with many gamblers. However, it is strange, the Swedish government has regulated the gambling market in the country. You cant gamble in anyway you want. The Swedish authority Svenska Spel is in charge of the gambling:


"We develop and market our game with a high level of consumer protection as a driving force. While we offer excitement and entertainment to the Swedish people, we proactively to combat problem gambling..."
 However, is it really a government issue to decide how much an individual may gamble in life or does the individual him-or herself has the right to decide how to invest the monthly salary. Is a grown man suppose to be raised by the government or should the man be free to do anything with the salary perhaps.
 Opinions in this matter will vary. 
Also, when authorities obligation are to "offer excitement and entertainment" then they are starting to sound like Disneyland. to  But considering we allow companies to act at the free market. The government should not raise grown ups in processes which creates barriers for companies.
